The Institute for the Study of War reported that Russia is implementing unclear plans regarding its military units in Syria. Moscow has agreed to maintain its bases in the west of the country but is withdrawing its troops from other locations.

According to Ukrainian intelligence, Russian servicemen in Latakia and Tartus are facing problems with water and food and are expecting supplies to be delivered via military transport aircraft. This indicates that Russia is likely not planning to fully evacuate its bases.

Russian forces are accompanying armed groups that fought against Assad and are moving out of Syria towards the western coast. Russia has also withdrawn its troops from Manbij and Kobani in the north of the country. It seems that Russia will only be able to remain at the bases in Tartus and Khmeimim after reaching an agreement with unspecified Syrian entities.

The Turkish Minister of Defense is also proposing to support Russian consolidation in Khmeimim and Tartus and not to support other Russian bases.
