Ukraine used weapons from partners to defend Kharkiv during the offensive in the Kursk region. This created tension in relations with its allies.

According to the New York Times, the American side learned back in March 2024 about the plans of the Ukrainian intelligence to conduct an operation in Russia. A CIA representative in Kyiv personally warned the head of Ukrainian intelligence that if troops crossed the border, they would not receive American weapons and intelligence.

Officials from the Biden administration complained that they knew the plans of the Russians better than the strategies of their Ukrainian partners.

The Commander-in-Chief of the Armed Forces of Ukraine decided to cross the state border and initiate an invasion in the Kursk region, taking into account the rotation of key American officials.

Ukrainian military used the weapons provided by Americans to prevent a humanitarian catastrophe in Kharkiv, which angered American military officials. According to a Pentagon representative, this was real blackmail.

Despite the difficulties, the U.S. continues to support Ukraine with HIMARS missiles and intelligence data to avoid a catastrophe for Ukrainian troops.

President of Ukraine Volodymyr Zelensky explained that Ukraine did not inform the Biden administration about the operation in the Kursk region to avoid repeating mistakes made during the counteroffensive in 2023.
