According to the publication, the negotiations on a partial ceasefire, which take place with the mediation of the United States, started slowly and did not yield permanent results. Russia has made additional demands for the truce in the Black Sea that are unacceptable to Ukraine and its European allies.

At the same Time, a member of the Russian negotiating group Grigory Karasin stated that he does not expect a general agreement on a ceasefire between Ukraine and the Russian Federation, at least until the end of the year. He noted that the negotiations in Riyadh 'have not led to anything radical' and that it is 'naive to expect a breakthrough'. According to him, something might change only by the end of 2025.

Even despite previously concluded agreements on ceasing attacks on energy infrastructure, Moscow does not comply with them and continues to blame Kyiv for attacks on critical facilities.

The publication also reminds that the spokesperson of the Kremlin Dmitry Peskov stated that 'Russia reserves the right not to adhere to the moratorium on attacking the energy sector, which Kyiv constantly violates.'

Ukrainian President Volodymyr Zelensky warned at the 'coalition of the willing' summit on March 27 in Paris that in the coming weeks Russia may start a new large-scale offensive to strengthen its positions before further negotiations. He noted that Moscow is trying to delay the negotiations to buy time and attempt to capture more territory.

'They are delaying the negotiations and trying to draw the USA into endless, absurd discussions about false 'conditions' just to buy time and then try to seize more land,' the president said.

Zelensky also noted that Putin wants war and is not ready for direct negotiations. He is primarily blocking peace agreements on the part of the Russian Federation.
