People with disabilities can receive a deferment without a pension certificate.

The Deputy Minister of Defense of Ukraine, Kateryna Chernohrenko, reported that more people with disabilities will be able to receive a deferment even if they do not have a pension certificate. This function has been implemented in the Ministry of Defense thanks to the interaction with the Unified Information System of the Social Sphere (UISSS).
How to obtain a deferment
To obtain a deferment, you need to use the 'Reserve+' application. In it, you should select your category and receive a deferment without contacting the TCC. The application does not require updates.
What to do if the data is not found in UISSS
If the information does not display in UISSS, you should contact the Social Protection Department at your place of residence. In this case, you need to have the original document confirming the disability and your passport with you.
The Cabinet of Ministers of Ukraine has adopted a resolution that grants the right to deferment from mobilization for citizens who were captured by Russian occupiers.
Also, Volodymyr Zelensky signed a law on deferment and demobilization for relatives of those killed or missing during the war. This law aims to address the issues regarding the grounds for deferment from military service for women and men whose relatives were killed or went missing during hostilities.
It is worth noting that having a deferment or reservation from mobilization does not exempt Ukrainians from the obligation to report to the TCC and update their data.
