According to Trump's proposal, Congress should pass another spending bill instead of the current one, which he called 'a gift for the Democrats'. The next steps from Congress are still unknown, but bipartisan support is needed to pass any spending bill in both the House of Representatives and the Senate.
Recall that Congress failed to pass the regular spending bill for the current fiscal year, which began on October 1. Currently, government agencies are funded at previous levels, but funding is needed for disaster relief and agricultural assistance. Trump also urged Congress to address the national debt issue by limiting temporary spending and increasing the debt ceiling.

If Congress does not pass the bill, the government will lose money for its operations as early as Saturday. Reportedly, participants in the negotiations reached an agreement to extend government funding until March 14.
