Operational Plan of the National Revenue Strategy is 68% Implemented

The operational plan for the implementation of the National Revenue Strategy anticipates the execution of 207 indicators by 2030. According to the Ministry of Finance, for 2024, 85 activities were planned, of which 64 were completed (over 75%). Additionally, 4 activities have been completed ahead of schedule. Thus, a total of 68 activities were completed in 2024.

21 activities are still ongoing and will continue into 2025.

Tax Direction

The Ministry of Finance has developed two EU integration tax bills to harmonize national tax legislation with EU norms: regarding excise tax and excise tax on fuel and excise goods. The methodology for evaluating benefits now helps identify ineffective and outdated tools and replace them with more efficient ones.

The Ministry of Finance emphasized that the goal is not to abolish benefits but to ensure maximum benefit for those whom they are intended for.

The State Tax Service successfully passed the OECD Global Forum assessment and became an equal partner in the international system of automatic exchange of tax information. The first exchange of information took place in the fall of 2024 and is important for combating tax evasion.

As part of the modernization process, an IT solution has been implemented in the State Tax Service, which reduces the influence of the 'human factor' on the tax control process.

Customs Direction

To harmonize Ukraine's customs legislation with EU legislation, significant changes were made to the Customs Code of Ukraine in 2024. The Ukrainian customs has made progress in the Authorized Economic Operators program and the application of common transit with EU countries and the European Free Trade Association.

In May 2024, the State Customs Service became a partner of the World Customs Organization's program to combat corruption and promote integrity in the customs sphere, which will contribute to improving the business and law enforcement climate.

Evaluation of Results

According to Ukraine's Progress Reports within the EU Enlargement Package, the European Commission has highly appreciated Ukraine's readiness to implement the 'Customs Union' and 'Taxation' sections. According to a survey by the World Customs Organization, businesses generally assessed the work of Ukrainian customs positively and see progress in the modernization of the agency.
