The Ministry of Education and Science of Ukraine has published the draft Procedure for Admission to Higher Education Institutions in 2025, which defines the new conditions for admission to master's programs. According to this document, it is now possible to apply based on a bachelor's or master's degree, even if the specialty differs.
Under the new Procedure, admission to master's programs will be based on a unified entrance exam (UEE) and a unified professional entrance examination (UPEE) for 2023, 2024, or 2025, as well as the review of motivation letters.
The UEE will consist of a test in a foreign language and a test of general educational competence, where at least 5 points must be scored in each part to pass. For the UPEE, candidates must score at least 35 points.
Registration in electronic cabinets will start on July 1, and the submission of applications will last from August 1 to 22. Applicants will be able to submit a maximum of 15 applications, of which no more than 5 can be for budget-funded places. Consultation centers will assist applicants with working in electronic cabinets until October 20.
The competitive score will be calculated using a formula that considers the results of the general educational competence test (20%), the foreign language test (20%), and the UPEE or professional exam score (60%). Special conditions for the required test results have been established for certain specialties, including in the fields of education, culture, IT, and others.
The project also provides for special admission conditions for certain categories of applicants, including participants in combat actions, persons with disabilities, and military personnel. They will have the opportunity to enroll based on interview results instead of the UEE and the professional exam instead of the UPEE.
Enrollment for budget-funded places will take place on August 27, and for contract-based education – until September 30. It is possible to transfer individuals who were enrolled on a contract basis to vacant budget-funded places until August 31. Higher education institutions will have the right to establish additional admission deadlines for applicants entering contract-based education.
Recall that the Ministry of Education revealed over 20,000 pseudo-students who did not study at universities.
