The Ministry of Defense will simplify the process of issuing summons: details.

The Ministry of Defense aims to automate the issuance of summonses through the "Obereg" register
The Ministry of Defense is in the process of developing a system to automate the issuance of summonses from territorial recruitment centers. The main idea is to generate summonses in the "Obereg" register and then deliver them via "Ukrposhta". This statement was made by the Head of the Information Technology Department of the Ministry of Defense, Oleh Berestovy.
Currently, the process of issuing summonses is done manually - documents are printed, signed, and stamped by the head of the TCC. Only after these actions are the summonses sent to the addresses of those liable for military service.
Oleh Berestovy said: "We are currently working on functionality so that the generation of summonses occurs directly in the "Obereg" register, with the signature and stamp placed electronically. There is no need to print summonses in territorial recruitment centers".
The summonses will be sent to a centralized printing point, and from there – via "Ukrposhta". The system will provide information on the location of the summons, whether it has been delivered, whether it has disappeared, as well as the Time taken for delivery.
Recently, the Cabinet of Ministers approved changes to the procedure for conscription for military service in conditions of mobilization, including the format of the summonses. Summonses can be on a form with an official seal or generated using the Unified State Register of Conscripts and contain a unique electronic identifier in the form of a QR code. In addition, the Cabinet of Ministers disclosed the requirements for summonses issued to conscripts, those liable for military service, and reservists, as well as improved mechanisms for their verification and sending.
