The government of Ukraine has established systemic restrictions on pension payments that exceed legislative norms. The Ministry of Social Policy reported that due to the new rules, the state saves about 242 million hryvnias every month.

The new rules apply to pension payments that exceed 10 living minimums for persons with disabilities, which amounts to 23,610 hryvnias per month. Previously, the Pension Fund was forced to pay pensions that significantly exceeded the established limits due to court decisions.

According to the Ministry of Social Policy, there are 17,000 individuals receiving pensions that exceed the maximum allowable amount. To address this issue, differentiated payment limits have been introduced based on the excess over the living minimum.

The limitation mechanism involves reducing the accrual coefficients for different ranges of pension excess. For example, for the part of the pension that exceeds 10 living minimums but does not exceed 11, a coefficient of 0.5 is used, and for the part exceeding 21 living minimums - a coefficient of 0.1.

The government has also changed the requirements for recipients of payments for Chernobyl. After implementing the new rules, the number of recipients decreased from 143,000 to 85,800, allowing for a reduction in expenditures of 874 million hryvnias each month.

However, there is a possibility of challenging the new rules in court. Some recipients may attempt to restore pension payments, which in some cases exceeded 100,000 hryvnias per month.

If we calculate the March indicators for the entire year, it is expected that the state budget will save about 2.9 billion hryvnias thanks to the new restrictions.
