In Ukraine, the criteria for reservation from mobilization have been revised: who will not receive a deferral.

The Cabinet of Ministers of Ukraine has made significant changes to the rules for reserving men of draft age.

According to the new government resolution, state bodies and enterprises may be refused the reservation of an employee if information about him is absent in the Register of those liable for military service.

These changes are part of the updated "Procedure for the reservation of those liable for military service during martial law by means of the Unified State Web Portal of Electronic Services".

The document was approved by resolution on June 5, 2024, No. 650, taking into account the changes made by the Cabinet resolution of October 1, 2024, No. 1125.

The government emphasizes that obtaining a reservation is now possible only with the actualization of the military accounting data of the citizen.

To do this, liable Ukrainians must be registered for military service, have a military accounting document (paper or electronic), confirm the correctness of their registration data, and not be wanted.

Particular attention is paid to the criteria by which enterprises can be recognized as critically important for the economy and the livelihood of the population in a special period.

• significant amounts of taxes paid and foreign currency revenues,
• strategic importance for the economy and security of the state,
• importance for a certain sector of the national economy,
• important role in meeting the needs of the local community.

Enterprises that meet at least two of the established criteria have the right to reserve 50% of their employees, and more if necessary.

This decision is aimed at supporting the balance between the needs of the country's defense and maintaining economic potential.

It is important to note that the government has also reduced the reporting times of reservists and those liable for military service on summonses sent by mail to territorial centers of staffing and social support.

This measure is designed to optimize the mobilization process under the current situation in the country.

It should be recalled that Ukraine is preparing to implement an economic reservation system that will allow certain categories of workers to receive a deferral from mobilization.
