Update on the mobilization procedure for citizens in Ukraine
The Government of Ukraine has updated the procedure for conscripting citizens during mobilization. The new measures were announced by MP Oleksiy Honcharenko on social media on May 6, 2025.
The changes concern various aspects of the mobilization process. Now, conscripts and reservists will receive referrals to the Military Medical Commission (VLC) in electronic form through the Unified State Register. The list of documents confirming the right to deferment has been updated, including for parents of three or more children under 18 years of age.
An important new measure is the recording of the delivery of summons in the register, which will allow monitoring this process. The procedure for submitting documents to obtain a deferral from conscription for students has also been regulated.
The procedure for referrals to the VLC and the conditions under which the validity of the decision on suitability for military service is restored have also been clearly defined. For parents of three or more children, a specific list of documents is provided to confirm the right to deferment.
It is necessary to provide a birth certificate for each child, as well as one of the documents confirming the relationship with the children's mother or father. In addition, a certificate from the Debtors' Register regarding the absence of debt for alimony payments is required. For individuals who provide constant care, it is necessary to present an act on care and documents confirming the receipt of compensation for care.
The updates to the mobilization procedure are aimed at improving control and ensuring fairness in military service.
