Among the categories of people who can get permission to leave are:

- Parents and guardians of children with special needs - with documents confirming the child's disability and kinship or guardianship.
- Men who care for relatives with disabilities - provided there is a person with a disability of group I or II in the family.
- Parents with many children - who raise three or more children under 18 years of age.
- Adoptive parents and guardians - when there is a need for treatment or special care for the child.
- Full-Time students - to continue their studies abroad.
