The Times names the main obstacles to peace in Ukraine.

On Monday, March 24, the next meeting between Ukraine and the USA will take place. The negotiations are expected to establish the framework for a future peace agreement and discuss Putin's demands. One of the contentious points may be the facilities that will be off-limits to strikes, as well as a ceasefire in the Black Sea area.
Ukraine states that Russia is trying to protect its fleet and oil facilities, hence a cessation of hostilities is not its priority.
'What if Western countries create military training bases in certain geographical areas, for example, west of the Dnipro? NATO armies carried out such missions in Ukraine before the 2022 invasion; there is a precedent,' The Times writes.
Ukraine demands effective monitoring and guarantees to prevent destabilization and a resurgence of hostilities during the ceasefire.
Western reconnaissance aircraft and satellites may be used for monitoring. Requirements for intelligence sharing and the deployment of Western troops in Ukraine are also being considered.
Moreover, the territorial issue is another complication of the negotiations. President Zelensky asserts that the occupied lands are Ukrainian, but it is impossible to reclaim them by force. Solutions such as recognizing the current front line as the de facto border with special status for the occupied territories are being considered.
Additionally, the issue of halting arms supplies and reducing the number of Armed Forces of Ukraine may derail the negotiation process. Russia supports these demands, but this can be interpreted as a signal of preparation for a new invasion.
Thus, Ukraine and European leaders will emphasize the importance of security guarantees, but it remains unclear how significant this is for the American president and his advisers.
The Washington Post also published the composition of the delegations from the USA, Ukraine, and Russia for the negotiations in Riyadh.
