New assessment system in the healthcare sector

From January 1 to March 17, 2025, the new assessment system has already enabled over 90 thousand people to receive the necessary decisions.

The new assessment system, introduced by the Ministry of Health, simplifies the process of obtaining the relevant documents. Now all documents are maintained in an electronic system, which helps to avoid unnecessary trips and paperwork. Measures have been taken to conduct assessments in difficult cases and remotely, with decisions made by specialists in healthcare facilities.

What has changed? The new assessment system started operating on January 1, 2025. It replaced the outdated medical and social expert commissions (MSEC).

Status of the assessment system

Quick overview:

  • 1440 expert teams are conducting assessments in Ukraine, comprising 6638 specialists.
  • Assessments are conducted in 294 healthcare facilities, employing 857 administrators.
  • 71 thousand treating doctors are working in the electronic system, who no longer require trips and paperwork for referrals.

The most common assessment goals are:

  • 57,007 cases - establishment of disability.
  • 53,205 cases - scheduled reassessment.
  • 4,097 cases - reassessment due to changes in health status.
  • 1,698 cases - assignment of rehabilitation or medical products.
  • 1,455 cases - determination of the degree of loss of ability to work.

Depending on the condition and available documents, assessments can occur in various formats:

  • In person at a healthcare facility - 39,608 cases.
  • By correspondence (based on documents) - 2,621 cases.
  • With a home or hospital visit - 234 cases.
  • Remotely, using telemedicine - 565 cases.

The most frequently encountered diagnoses are:

Diseases of the musculoskeletal system - 7,370 cases. Diseases of the circulatory system - 7,999 cases. Neoplasms (oncology) - 7,624 cases.

Among the people who applied to the assessment system:

  • 8,558 pensioners.
  • 13,392 employed people.
  • 28,207 unemployed.

The reform has helped avoid unnecessary visits, bureaucratic obstacles, and corruption risks. The assessment has become more transparent and accessible. Now everyone receives quick support without unnecessary obstacles. Already, 90 thousand people have benefited from the advantages of the new assessment system, which will continue to improve.
