'Tariffs have been raised, but no money has been provided': expert Popenko explained how Ukrainians were deceived with utilities.


Expert in housing and communal services Oleg Popenko expressed his negative opinion about the HOA reform and the new initiative regarding the installation of solar panels on rooftops without residents' consent. He believes this is a deception of Ukrainians.
The HOA reform has led to the removal of houses from the balance sheet without their restoration, an increase in tariffs without funds for modernization, and the failure to transfer land and documents, according to the expert.
Popenko condemns the initiative that will allow the installation of solar panels without general meetings of residents, calling it a fraud. He claims that this will allow HOA owners to bypass general meetings and install panels on the rooftops, while ignoring the interests of other residents.
The expert believes that a group of people may be involved in these initiatives but does not name specific individuals.
Recall that the expert explained why Kyiv residents overpay for building maintenance due to violations in the housing and communal services sector. Oleg Popenko also noted that Ukrainian migrants demonstrate excellent adaptability and work efficiency, which surprises Germans and Poles. Analyzing the material, it is evident that the situation with displaced persons and the frontline zone remains relevant, and the government has not provided sufficient conditions and assistance to citizens.
