New Conscript Reporting Deadlines to TCC, Summons via Ukrposhta, and Reserving through 'Diia': What Changed in Mobilization in October.

New Mobilization and Military Record-Keeping Rules
From the beginning of October, new mobilization and military record-keeping rules have come into effect. According to these rules, reservists and conscripts must report to territorial centers for clerical service within a certain period. This period is seven days for residents of administrative centers of regions and ten days for residents of other settlements.
New reporting deadlines to TCC have started to apply. Currently, reservists and conscripts residing in administrative centers of regions such as Kyiv, Kharkiv, Lviv, or Odesa are required to report within seven days after receiving a summons. For residents of other settlements, this period is ten days.
The conditions for summons delivery have also changed. "Ukrposhta" has begun sending out summons, which are generated in the "Oberig" registry and have a special confirming QR code. These summons are sent as registered letters, ensuring delivery reliability and tracking capability.
Significant changes have also occurred in the way summons are delivered. In September, "Ukrposhta" started sending out summons, made possible by the implementation of centralized electronic summons exchange. These documents are generated in the "Oberig" registry and have a special confirming QR code. "Ukrposhta" prints these summons and sends them as registered letters, providing delivery reliability and tracking capability.
The "Oberig" registry has also become the basis for updated reserving rules from mobilization through the "Diia" system. Now, state agencies and enterprises may receive a refusal to reserve an employee if information about them is missing from the registry.
October also brought updates to the reserving rules from mobilization through the "Diia" system. Currently, state agencies and enterprises may receive a refusal to reserve an employee if information about them is missing from the "Oberig" registry.
A decision was also made that military units can independently recruit mobilized personnel. However, not all units will have this right, and the list of units that can conduct direct recruitment will be determined by the General Staff of the Armed Forces of Ukraine.
Another important innovation was the decision of the Cabinet of Ministers to allow military units to directly recruit mobilized personnel. This opens up the possibility for volunteers to independently choose a military unit without the need to contact the TCC. However, it should be noted that not all military units will have this right. The list of units that can conduct direct recruitment will be determined by the General Staff of the Armed Forces of Ukraine.
