Every 5th recruitment is a minor. The SBU uncovered a plan for recruitment by Russian intelligence services.


22% of Ukrainians recruited by Russian intelligence services for carrying out terrorist acts and diversions turned out to be minors.
According to SBU spokesman Artem Dehtyarenko, young people are especially vulnerable to psychological manipulation as they cannot fully comprehend the consequences of their actions.
In particular, Russian intelligence services recruit minors, unemployed individuals, and people with various types of addiction. SBU statistics show that 22% of offenders are minors, 55% are unemployed, and 7% have criminal records for various offenses. Such individuals are more easily manipulated, as youth cannot fully assess the consequences of their actions, while those with addictions are willing to do anything for money.
The arson of military vehicles and diversions on the railway intensified around May 2024. Since the beginning of 2025, the Russian special services have once again shown that they have no red lines and have moved on to terrorist acts using explosives. For such crimes, they even recruit teenagers.
Among those involved in the arson of relay cabinets of 'Ukrzaliznytsia' were 13-year-old teenagers. The oldest among them was a 52-year-old man who attempted to plant explosives in Dnipro.
The Security Service and the National Police detained an FSB agent who was making homemade explosive devices for terrorist acts across Ukraine.
In addition, a joint special operation by the Counterintelligence of the Security Service and the National Police prevented a terrorist act by Russian military intelligence in Lviv. As a result of the operation, two enemy agents were detained who were planning to blow up an administrative building of the district police department.
The message highlights that Russian intelligence services actively recruit minors and other vulnerable individuals with dependencies for carrying out terrorist acts and diversions in Ukraine. According to SBU statistics, minors constitute 22% of identified offenders, unemployed individuals 55%, and 7% have criminal records for various offenses. The particularly alarming aspect is that young people do not fully understand the consequences of their actions and are willing to take risks for money. Recently, Russian special services have transitioned to terrorist acts using explosives, even recruiting teenagers.
